Green Bay, Wis. (Aug. 14, 2007) – The Advance Business Development Center (ABDC), located at 2701 Larsen Rd. in Green Bay, offers qualified incubator tenants the advantage of HUBZone procurement opportunities.

Regulated and implemented by the U.S. Small Business Administration (SBA), the HUBZone Empowerment Contracting program provides federal contracting opportunities for qualified small businesses located in designated historically underutilized business (HUB) zones.

To qualify for this status, a business must be located in a recognized HUBZone, be owned and controlled by one or more U.S. citizens, and at least 35 percent of its employees must reside in a HUBZone.

“Advance’s incubator is located on land within the boundaries of a federally recognized Indian reservation, affording us the benefit of HUBZone designation,” explains Lori Ritter, Incubator program manager with Advance. “Participants in our incubation program automatically meet one of the three criteria necessary for eligibility into the registration system.”

The HUBZone Empowerment Contracting program was enacted into law in 1997. It encourages economic development and employment growth in distressed areas by providing access to more federal contracting opportunities through the establishment of preferences.

The Advance Business Development Center has operated a successful incubation program since 1987, serving more than 200 companies. The facility offers office and light manufacturing space with attractive lease terms and a multitude of shared services such as office equipment, conference room space and free on-site business counseling to growth-oriented entrepreneurs.
